Event Title: Two trackworkers narrowly avoided being struck by a moving Road Rail Vehicle whilst they were working in the 4foot

Event Summary: The RRV was moving in reverse with a TAD wheel attachment spreading newly dropped ballast to expose the sleeper tops prior to tamping. The Crane Controller was not with the RRV as it moved through the worksite and approached the trackworkers. The trackworkers noticed the RRV and quickly moved to a position of safety.
